PIPELINE: 1. Address verification (USPS CASS) — drop undeliverable; flag missing-unit / vacant for review. 2. Suppression filter — DMA Do-Not-Mail, deceased, customer opt-out, returned-mail history, prison addresses. Drop ALL matches. 3. Campaign assembly — pull operator-approved template, validate use_case is in approvedUseCases, verify all requiredMergeFields present. 4. Compliance check — return address required (USPS), mini-Miranda required (FDCPA third-party debt), state-specific notice rules for property-mgmt mail. 5. Cost + audience surfaced to operator. NEVER send without operatorApproved: true. 6. Idempotent batched send (100/batch, 1s delay) with retries on transient errors. How to install it step by step.

1. Pick provider + fund account
Lob (default — best LiveKit-style API ergonomics), Postgrid (cheaper for letters), or Click2Mail (broadest USPS-class options). Fund the account with at least 30 days of expected send volume.

2. Upload approved creative templates
Get counsel sign-off on each template before upload. Mark templates with hasMiniMiranda: true if for third-party debt collection. Tag approvedUseCases per template.

3. Build the suppression-list inputs
Internal customer opt-out list. DMA Do-Not-Mail (DMAchoice — refresh quarterly). Deceased registry. Returned-mail webhook auto-feed from provider. Prison/correctional address list.

4. Define operator-approval flow
Every campaign must show: piece count, total cost, suppressed count by reason, compliance flag list. Operator approves before send. Counsel approves any AR / property-mgmt compliance template per state.

Run end-to-end with 50 pieces. Verify CASS hit rate, suppression catches, USPS delivery via per-piece tracking. Adjust before scaling.
